New Delhi: The government has notified new rules for e-commerce companies mandating the display of ‘country of origin’ on their products, adding that no non-compliance will attract punitive action.

Under the rules, e-commerce players have to display details about returns, refunds, exchanges, warranties and guarantees, delivery and shipments, and any other information that consumers may need to make informed decisions.
Vendors offering goods and services through a marketplace e-commerce unit must display the above details on their platform or website to the e-commerce entity.
Under the new rules, e-commerce entities should not impose a “cancellation fee” on consumers canceling orders upon confirmation, unless the seller is willing to pay the same fee in case of cancellation of orders on their behalf Are.
“Price manipulation” of goods and services offered on their platforms to enable them to receive unprofitable benefits and discriminate between consumers of the same class or any arbitrary classification of consumers to affect their rights under the Act Is not allowed to do.
In addition, e-commerce entities must provide contact information with the payment methods available with the relevant payment service provider, the security of those payment methods, any fees or charges payable by users and other information.
In addition, e-commerce entities are required to prominently display their users ‘details about their vendors’ offering of goods and services, including their business name, whether it is registered or not. They should also display the geographic address, customer care number and any rating or other overall feedback about such vendor, as per the new rules.
They will also have to provide a ticket number for each complaint lodged, through which the consumer can track the status of the complaint.
However, the new rules do not allow any list e-commerce entity to “falsely represent itself as a consumer and review about goods and services or misinterpret the quality or features of any goods and services” .
Inventory e-commerce entities must also ensure that advertisements for the marketing of goods and services conform to the actual characteristics, accessibility and terms of use of such goods or services.
Under the new rules, no inventory e-commerce entity will be denied access to goods or agree to withdraw or discontinue or purchase purchased services, among others, subject to various conditions.
On July 20, Consumer affairs Secretary Leena Nandan had said that the rules have been finalized after taking input from the department to promote industry and internal trade under the aegis of the Ministry of Commerce, so that they do not violate the overall e-commerce policy.
