NEW DELHI: More than one crore passengers fined for traveling without tickets in 2019-20 railway 561.73 crore revenue – an increase of about 6 percent around 2018-2019, an RTI application has been received.
Between 2016-2020, the Railways has earned Rs 1,938 crore through fines on un-ticketed passengers, an increase of 38.57 per cent after 2016.
The details were revealed in an RTI application filed by Madhya Pradesh-based activist Chandrashekhar Gaur.
Railways earned Rs 405.30 crore as penalty from ticketless passengers in 2016-17. In 2017-18, it recovered Rs 441.62 crore and earned Rs 530.06 crore in 2018-19.
In 2019-2020, 1.10 crore passengers were found traveling without a valid ticket.
Indian Rail Norms have been set for curbing travel without tickets.
Passengers traveling without tickets will have to pay a minimum fine of Rs 250 along with the cost of the ticket. If a passenger refuses to pay the fine, the person is handed over Railway security force (RPF) And booked under section 137 of the Railway Act.
After that, the person is presented before a magistrate. The magistrate can impose a fine of Rs 1,000 on him. If the person still refuses to pay the fine, he / she can be jailed for up to six months.
A Parliament Railway Convention Committee had expressed concern over loss of revenue due to ticketless travel after inspecting the Railway’s 2016-17 financial report in 2018.
Taking cognizance of the observation, the Railway Board directed the Zonal Railways to expedite the campaign against ticketless passengers across the country. The zonal railways were also asked to set an annual target. Travel ticket examiner (TTE).
