The All India Football Federation (AIFF) will hold its annual general assembly meeting in virtual mode on Monday, with elections held by its officials. The current executive committee’s four-year term ends on Monday and under normal circumstances, elections will have to be held during the AGM with Praful Patel, who has been the AIFF president since 2012, disqualified to contest as per the Sports Code.
The AIFF had submitted an application before the Supreme Court last month, seeking to move the existing executive committee on the basis that a new constitution was yet to be prepared to conduct elections to the court-appointed administrators.
“There was no election process like appointment of Returning Officer, filing nominations for various posts etc. Therefore, there will be no election. But we do not know whether a resolution will be passed to extend the tenure of the current executive committee, ”said a top official of the member unit of the AIFF.
“The AIFF moved the Supreme Court to extend the term of the Executive Committee. But till now the matter has not come up for hearing. Therefore, AIFF knows what is going to happen tomorrow. ”
A FIFA spokesperson simply stated that it hoped that it would fulfill its obligations under Article 14 of the world body. “FIFA is in touch with the AIFF regarding the upcoming electoral process. A FIFA spokesperson told PTI language, “Respecting the principle of autonomy, FIFA has expected all its member associations to conform to Article 14 of the FIFA statutes to fulfill their obligations.”
Article 14 of FIFA primarily deals with the obligations of members to comply with the standard statutes of the world body, to independently manage their affairs and not to be influenced by any third party, which is the FIFA statutes, Follows rules, instructions and decisions completely. The decisions of the bodies as well as the Court of Arbitration for Sport (CAS).
The AGM’s agenda earlier this month only mentioned the election of office bearers, if applicable. It had said that it would wait for the directions of the Supreme Court and modify the AGM’s agenda accordingly.
The Supreme Court, in a 2017 order, appointed a committee of administrators comprising former Chief Election Commissioners SY Qureshi and Bhaskar Ganguly to frame the constitution of the AIFF in line with the Sports Code. However, Qureshi denied AIFF claims that he had sought more time to draft the sports body, adding that the document had already been submitted to the apex court.
He said the Committee of Administrators had finalized the draft of the constitution in December last year and submitted it to the SC in January this year as directed by the apex court.
Former India goalkeeper Kalyan Choubey also filed a petition before the Supreme Court seeking direction to the AIFF to hold elections “at an early date”. Under the Sports Code, the president of a National Sports Federation can hold office for a maximum of three terms or 12 years.
Patel, a former Union minister, served as long-time chief Priya Ranjan Dasmunsi as caretaker president for a year after suffering a cardiac arrest in 2008. He held the position of full-time chairman in October 2009 before being re-elected to the top job. December 2012 and 2016.
